Pretty much all Femtocells use 3G locally and send stuff back over VoIP (in some form or other). In the UK Vodafone sell a 3G femtocell (which has an internal 2G radio too, to ensure it's being used in the UK). AT&T sell their own. Try contacting PicoChip or Ubiquisys who both have femtocells.
