the value you see with sip show peers is the latency of an sip option message from asterisk to your peer. this has nothing to do with ICMP messages like ping. the reason for this could be high sip traffic on your asterisk server. or maybe some locks in the background which needs long to be solved until the incoming package could be processed. you didnt say which version you use so its hard to guess.
