A common problem is forgetting to connect the 4-pin molex on the side of the card. If you're still having problems, you could try a greater wattage power supply or a different motherboard. It's strange, but while the TDM400P is up to the PCI spec, some motherboards are deficient. It is only when inserting a card which stresses the PCI spec to the max that you may wind up discovering this.
