Actually, that may not be true. Some ITSPs provide a network not available forwarding setting that forwards to your POTS line in the event that they cannot reach your IP line. Vonage did this. Not sure about others, but they all should since it makes some sense. It guards against loss of IP connectivity to your location, but not to the wholesale failure of their systems.
