I had a completely different experience. The day I decided I wanted to get a contract, I called Cisco, gave them my personal credit card, and three hours later had my CCO access upgraded. I just bought a smartnet for one phone for two years (a whopping $16), there was nothing to it. I've never been contacted by a sales rep (as a result of this purchase).
I had an issue with the firmware not functioning properly - inside of two weeks, they had released a new firmware version resolving that problem and a few others. I'm not sure why the experiences would have been so different, but they are.
