Since there has been at least some discussion on this, I tried to purchase SmartNet maintenance today (US) via telephone. Here's the results.
Cisco does not sell any maintenance agreements direct to a customer unless the customer is already large enough to purchase items direct(including maintenance). Smaller organizations "must" go through either Distribution (eg, Ingram Micro) or a Reseller.
