No, not necessarily. You'll only need it if you want to use MeetMe conferencing. Look here:

I'm personally not sure this is 100% true. I was having lots of trouble with the MP3Player application being overmodulated. After installing a Zaptel card, suddenly it sounded normal.
So, that makes two features: MP3Player and MeetMe.
