Hate to reply to my own message again, but I just figured it out. Nothing wrong with asterisk really, just a bad configuration. Somehow the queue line in extensions conf got changed by someone to:

exten => 81003,3,Queue(receptionistq|tTH||10)

Thats where the 10 was coming from. :) Could this be considered a bug? It shouldn't hang up on someone just because the wav file for an announcement can't be found? All this time we were blaming the poor receptionist.
