Maybe it is trying to say "i" as a digit? You could have an [invalid] context with
[invalid] exten => _.,1,Saydigits(${EXTEN}) and then include it at the very end of the [default] context (or wherever you want to use it). That would then pick up anything that drops through. If you do it any other way it will get sorted to the top and you will have trouble!
