With Analogue interfaces (X100P, etc) - yes, a call is marked
"ANSWERED" as soon as it starts ringing.

It's a different story with ISDN/digital interfaces. On several
occasions I've set my desk phone to ring with my cell phone, etc. -
the first one to answer gets the call.
