Last time I read the RHEL EULA, there were a couple of points:

1) If you use their enterprise services, you must use these services for every RHEL system deployed.

2) You at the time, were still allowed to redistribute the software, provided that the above provision was followed in house. I.e. the EULA coveres the services rather than the software.

Note this was about 2 years ago so it may not be up to date. I have not heard anything in that time to suggest that their policy has changed, however.
