Actually part of that is not true. The Sipura's will take a txt file that has an XML like format, this is documented by Sipura. You can tell it where to get the file in the provisioning rules or have it call a cgi script that generates the file on the fly. The file can even be encrypted with a standard AES 256bit cipher key that you have pre-shared with the device. You do not need the Sipura tool to generate these files.
