While it does put them in the correct order this way, it seems to have a hard time progressing in penalties. Phone one will ring many many times, and if no one answers it will simply keep ringing. I suppose I could play with the metrics and penalties, making the second ring place the second phone as the lowest metric (the phone to be called). I'll have to check that out.
