decoding the encoded signal stream is not the problem because we can
'steal' the decoder function from Voicetronix' vpb driver which is
LGPL.

Of course Mark doesn't like to put this into the CVS because it's from
VT and not disclaimed, but I don't think that anybody disclaimed
glibc, ncurses, readline and other libraries which Asterisk is using.
As long as it's LGPL, it is perfectly legal to use the code. I'd stick
it into Zaptel myself and make it available as Zaptel-J. We are more
conservative over here anyway, so once we have a stable Zaptel version
with Japanese support, we won't be upgrading it for ages because we
live by "if it ain't broke - don't fix it". A new release once a year
is just about as bleeding edge as we will get.

Trouble is though that we still need to have Asterisk pick up the line
for 20 ms to read the encoded signal. I know VT's Japanese distributor
have done this for Bayonne, so maybe we can 'steal' it from there as I
presume that would have to be GPL or LGPL, too.
