Sipura spa-3000, about $100 each, so 4 will take care of your 4 fxo need and you will also have 4 fxs ports, there is one fxo and one fxo per unit. Digium cards would be the ideal solutions, but there does seem to be some issues that Digium is not resolving quickly.
