So the operator sets an incomplete callerid? Sounds like a 
misconfiguration at the operators end.

Do a "pri intense debug span XXX" on one of the calls and post the log 
of the SETUP to CONNECT_ACK messages.

Are you sure that the RDNIS is empty?
