yep, I think you're right that the voicemail.conf file is being dynamically rebuilt. The reason that was not being reflected before is that I had the voicemail.conf file open and therefore asterisk could not write to it. However, I noticed that when I closed it and re-opened it, that the changes to the password were reflected just as you surmised. So that solves my question below.
