Just in case anyone else on the list is unclear as
to the difference between "Basic" and "Enhanced"
9-1-1 (like I was 60 seconds ago), here is a URL
that seems fairly authoritative, though applicable
to the US -- I am assuming that CRTC 9-1-1 rules
use compatible nomenclature...:

It sounds to me like the only possible sticking
point for nomadic/foreign exchange providers might
be where they say "Basic 9-1-1 means that when
the three-digit number is dialed, a call taker/dispatcher
in the **local** public saftey answering point answers
the call...."  So long as the VoIP provider can just
go by the address of service for the account in terms
of determining where to route the call, then it
doesn't look like a big deal to me.

As near as I can tell, all "Enhanced" means is that
the phone number and address of service are
delivered along with the call -- presumably for
larger commercial VoIP providers, this shouldn't
be hard to do, one would hope.

My main point of confusion/wonder:

Does "Foreign exchange" VoIP service refer to
providers who send you an ATA that you
could theoretically roam with??  I did
some googling, and all I could find
were references to FXO/FXS stuff (which
are acronyms I do know :).  Would "Fixed VoIP"
would refer more to providers who where
implmenting turn-key PBX type systems
perhaps??
