John, I can't say that I've tried to do what you're proposing but if memory serves, my Lucent G3 supported analog stations up to 3000 feet. That's a little less than a kilometer. Given that, it would surprise me if a regular ATA or any device not specifically built for long haul could support 15KM.
In terms of solutions, if you're in the area surrounding the GTA, you might be in the Terrago footprint and I have a client running voice over one of their point to point links with some success. There's another company that specifically provides voice over a wireless (can't remember if it's microwave or what) link. Their offering was something like 5 megs data and 1 or two voice PRIs supported on each tower. I could ask some colleages and track down some more info if you are interested. Also, my cousin lives outside of Owen Sound and they've recently purchased a service that offers voice and data through wireless. The voice doesn't use IP on the regular data stream, apparently they use real telco style radio technology to carry the voice. I could figure out who that's from as well.
