I can't tell you much about the Sipura 3000 but I can tell you the X100P
is not a suitable device for any sort of production system.

The X100P is nothing more than a Win-Modem with special drivers written
for Asterisk. My understanding is there are clones of this device
available starting around $6 US?

In any case the Sipura is likely to do a better job.

However, it probably makes sense to dump the PSTN connection altogether
and transfer your service to one of your local SIP providers instead. 

Why pay for a phone line AND have to buy expensive hardware to support
it only to end up with inferior call quality and service?
