I have used PriorityColo in the past and would recommend them. This was not for VoIP but their network is very good. The only problem I ever really had with PriorityColo was physical access to my server. Escorted access was expensive and unescorted was non-existant at the time. I would recommend you inquire more on this topic
That being said Myles is a good guy, very helpful and knowledgeable. http://www.webhostingtalk.com would be a good place to look for other colo/dedicated server providers. Just a quick search for toronto brings up a bunch of posts.
