You could quite simply put RTP and SIP payloads into SCTP.
SCTP was not invented solely for signaling PSTN over IP.
It was useful for that. It grew out of a number of requirements:
a) AAA -- radius uses UDP, diameter uses TCP. Neither is right.
b) HTTP -- modern browsers use multiple TCP connections to get
things faster, but then suffer from having multiple
slow-start congestion avoidance.
c) multimedia -- lots of media is sensitive to drop-outs, or can
suffer some retransmissions and would rather get
a reliable stream, but may have a preference to
find out faster if the connection is hosed.
d) multi-homing - many applications want hot-spare connections over
other ISPs, and want to failover faster than
TCP lets them, but otherwise, are happy with TCP.
Frankly, if you have problems with SIP seperating the control and
data channel due to NAT being all over your network, then you should
blame the real culprit --- lack of end-to-end addressing in your network.
