As Leif says, no hardware required.

You could, for example, install Asterisk and purchase a package from
unlimitel.ca and have local access and international calling for a very
affordable rate relative to Bell.

If you're calling other VOIP users, you can configure Asterisk to use the
internet and contact them directly or through a service like FWD.  Then
there's no charge at all.
