Well, from reading the regulations, it clearly states that the VOIP phone users must have access to 911. It does not say how it must be made available. It does not matter how you route the calls. Even if your dial plan dials 911 on a local PSTN trunk - you are in compliance. q. " What if I have an incoming DID only? " a. It's quite simple. 1. Do you have a physical VOIP Phone, or a phone connected to an ATA? If yes, then CRTC regulations states that it is mandatory to provide basic 911 service. Also you are obligated to inform the phone users or anyone who has access to that phone, the 911 limitations of a VOIP service. A sticker on the phone or near the location of the phone, should say something to the context of, "911 service not available during power outage or where there is no internet connection" etc. q. After 20 years in telecom why should I need to ask questions? a. Quite simple. VOIP is not 20 years old in the main stream. :). Regulations are only being born & it's not easy to keep up with the CHANGING / DYNAMIC regulations.
