Unless you want to bring in con$ultant$ to configure your obvious choice
(the Cisco box), the first thing you should do is toss out your
home-user router (the WRT54), and replace it with what David suggests.
http://www.smoothwall.org/ also has a QOS plugin.
Worked well for me, but it's way too cumbersome to configure...

If you like Linksys you should look at the RV-series routers, which
comes with QOS.
I've tried them, and they're an excellent choice.
The QOS-feature is port-based, and is just an on/off setting.

Usually QOS is a problem when it comes to downstream voice, since
there's not much you can do with traffic heading your way from the
internet.

You should also check if your connection is optimized (for MTU for
example):

If the test fails, chances are your Linksys router is not up to the
task.

If bandwidth is your problem you should set the Polycoms to use g729,
supported by Unlimitel.
If you have a lot of transcoding the problem might be with your * box
CPU.

Unless ALL your traffic goes through the same QOS router, no QOS
solution will work.

Finally, check your TOS setting in Asterisk.
It won't help much if you don't have QOS all the way, but it doesn't
hurt to set it correctly.

I have had excellent experience with m0n0wall. You can run it on a PC
platform or an embedded device.

Keep in mind that there may be more to it than the platform. Sometimes
implementing QoS is not as intuitive as it sounds.
