You could consider prompting the user to speak their page, record the
page and let the user hangup.  Then you have all the time in the world
to get the phones into the paging conference, playback the page then
hangup cleanly.

BTW, It's an interesting comment you make about having to exclude
devices that are in use.  I wouldn't have occurred to me on first
thought.
