You could consider prompting the user to speak their page, record the page and let the user hangup. Then you have all the time in the world to get the phones into the paging conference, playback the page then hangup cleanly.

The Page() command in asterisk uses the Meetme functionality coupled with auto answer on the polycom phones to implement paging.
