You could also help yourselves out with by passing the PSTN altogether
and encourage inter-connection directly over the internet with things
like utilising e164.org for SIP address lookups while still using
existing phone numbers.

For people new that want to test the water, voxalot.com have a free SIP
proxy service (similar to free world dialup), however it lets you write
simple web based dial plans to route calls via different VoIP providers
eg diff provider for local, long distance and international...

Encouraging people to stop wasting money on PSTN calls would be the
first step, the telco monopoly in Australia is starting to realise they
can't screw people over as much (I'm sure it won't stop them trying in
future), because VoIP has a big price difference (long distance calls
are up to 25c per minute with a 39c connection fee)... A number of VoIP
providers are offering untimed calls to any land line in the country for
10c per call.
