You can do that in Asterisk real time configurations. You can toggle anything that way, including suspend accounts and so on. For that you would have to design your own scripts with an SQL language & web development language.
Whether or not freePBX can do it, I don't know as I prefer to write my own stuff. But technically speaking in the general realm of Asterisk, yes its doable and it has been done. Cheers!
