I did a bit more digging and realized that the formal term for these things is 
"Intelligent PDU". Seems all the big UPS players make them, and they all seem 
to be around $400-500.

Thanks for the offer of the ones you have. Problem is, I need to have a 
reliable source of these so I can order them when needed, so probably an 
IP-based unit will be the way to go. Still, that's mighty kind of you and I'm 
obliged.

I now have a better idea of what I need, the trick is to find the cheapest one 
that doesn't compromise quality.

Hey Jim,

I have a small device called an RPS-10 which can control a single power 
outlet with a signal from a serial cable. I just wrote s simple script 
to enable/disable the power. Been using it for the last few years 
without any issues.

Company was called WTI, but looking at their website, they don't appear 
to have the serial model any longer, all ethernet, and they also look 
rather hefty

If you don't have any luck finding a suitable unit, I'de be willing to 
give you one of mine (I have 2, both unused now). Just have to ship it 
from Calgary.
