Usually break-even point is about 13 analog lines = 1 PRI as far as the monthly
cost go.
I don't think you will be able to get an external analog gateway for 23 ports
for less that the Sangoma option.

I wuild go with the A400d of Sangoma. But why not switch to a PRI? Your monthly
cost for a PRI will be much less that 23 analog lines.
