You may have some more luck asking Bell about 101-xxxx service.  I know in
the past I have used 101-8888 for cheap long distance on my Bell phone line
(never used it with Rogers, so I don't know if its Bell only).

So I am assuming 101-xxxx is what Bell use as the prefix for per-call long
distance provider selection.  You don't need to sign up or setup an account
with the providers beforehand, and the calls just get billed on your normal
Bell bill as 3rd party charges.
