Actually, Intel makes an Atom-based Mini-ITX board that is quite popular. That board comes with a built-in NIC, plus a single PCI slot.

It's a great board for making a small system. Processor and MoBo for ~$90. Add RAM and a hard drive and you've got a system that should be able to handle a dozen or so phones with no problem.
