I've seen it common with carriers that they periodically restart B channels.  
A couple times over two hours though is far more excessive than normal. My 
experience is that they will restart them maybe once every 12-24 hours if the 
provisioning tech was one of those types who likes to have the system restart 
itself.  Other setups NEVER restart unless there's an issue.

Asterisk can also be programmed to restart B channels periodically, and for 
the same reasons as why some provisioning agents do it. I think the default 
for asterisk *used* to be every hour but I think that was dropped quite a 
while ago.

Essentially what I would do is keep an eye on it and raise a flag if there are 
dropped calls.  Restarting a B channel when there aren't any calls on it 
doesn't hurt anything, and as I mentioned, is a method some people use to kind 
of ensure that systems aren't sitting in a wonky state.
