Not Android based but I am using Nokia N900 which is running Maemo OS (www.maemo.org) BTW Maemo can be installed on many Android based phones as well.
Maemo comes with built-in SIP client of itself which works great, better than any soft-phones that I have tried. I have used with G711 and G729 codecs, not sure what others are supported. Maemo PR1.2 introduced video conferencing as well. I have tried video conferencing on SIP using Asterisk 1.6 which works great. Video Conferencing on Skype also work great on Maemo. BTW N900 can also run Asterisk in it which is available as downloadable application for N900. N900 is not available in Canada and I bought it from US. There are many other good features to explore, like a full features browser which is other than FireFox (N900 is only mobile device yet to have FireFox) and full multitasking.
