On the contrary, they do have a section for provisioning. - Login - Click Voice - Click Admin - And then click the "Provisioning" tab.
You can provision the unit to your hearts delight :). The "tools" is basically an encryption tool to encrypt the config files. Its available from the net. You can however have simple text based files to do your initial testing and provisioning. Cheers! Reza.
