It is common knowledge that the industrial countries suffer from outdated infrastructure whereas developing countries can "leapfrog" these outdated networks to provided better and higher speed networks. Nnetworks in this country are running out of bandwidth both Cable and DSL operators sell the remaining bandwidth at a premium (supply and demand based to maximize profit). >From a business point of view, in Canada we have a "duopoly" (more or less). This does nothing to help competition, bundling services like phone, TV and Internet should be illegal (as it is in the UK). In the end it is the consumer that looses by paying too much for marginal performance and a "take it or leave it" attitude. Unfortunately the CRTC are not helping matters, their board consists of ex Bell and Cable people who are very conservative; to the point of choking off any competition before is viable.
