Hi Bruce, http://www.sms800.com is the regulatory authority that manages the tollfree numbers. They provide many different tools for management and acquisition of a tollfree number. I am only famalier with some of the options that they provider to RespOrgs (Responsible Organization). Like access on web based gui through their vpn access for search and management of tollfree numbers; or you can get a monthly snapshot of tollfree database on a CD. I am not sure if they have some such thing available to public or non-RespOrg companies.
They used to have a phone number that can be called and upon entering another tollfree number it would give the Id of Resporg that owns it. I don't have it handy and am not sure if that works anymore as I used it about 3-4 years ago.
