The extra buttons once used the ABCD DTMF tones but now use number
combinations that can be dialed on any phone. The separate buttons remain as
their purpose is understood by users. The hi-res photo shows these more
clearly so you can see them. FO -  Flash Override (A), F - Flash (B), I -
Immediate (C), and P - Priority (D) are used in military phone exchanges to
set the priority level of the call with FO causing every call on the trunk
between origin and destination phones to be kicked off to allow the call to
connect.

The hi-res photo also clearly shows the Raytheon name on the plastic
housing.
