A special thanks to *Matthew Gamble* for heading me towards the right direction. With zero results from Google (soon to be cached hopefully), here is a solution back to the community.,

Long story short, the server where Asterisk was being upgraded from 1.6 to 1.8 is the same physical server. Previous versions appear to come with ReceveFAX (generic/opensource) ready out of the box. Leaving philosophical reasons (can of worms) why this is not supported in 1.8 and above is a different story.

Out of the box, v1.8 does not have fax support unless you purchase the license.
Work around is quite simple.

Ensure you have spandsp compiled and installed.
In Ubuntu its:  apt-get install libspandsp-dev

Once done:

 * do a make clean in your asterisk source repository
 * do a menuconfig (make menuconfig)
 * under Asterisk Module and Build options scroll down to " res_fax "
 * - Note that the above cannot proceed if you have not compiled and
   installed spandsp
 * further scroll down and enable " res_fax_spandsp "
 * save, quit and compile Asterisk.

I regret not using spandsp in the past.
It seems to have a lot more debugging and miscellaneous options and appears to be a whole lot more reliable.

Leaving philosophies and theoretical concepts for a different thread, would appreciate feedback from any of you who used SPANDSP in the past to manage faxes.

We had been running a simple fax server (fax receiver) with the basic standard ReceiveFAX command in asterisk for the longest time.
Recently we upgraded the fax server to Asterisk 1.8 LTS 1.8.26.1

Following standard setup - no commercial or pirate license, but plain vanilla ReceiveFax(), we get the following error: ERROR[11386]: res_fax.c:784 fax_session_reserve: Could not locate a FAX technology module with capabilities (RECEIVE) ERROR[11386]: res_fax.c:1726 receivefax_exec: Unable to reserve FAX session.

Suggestions as to what we may be missing here?
Is gneric ReceiveFAX() dropped and we are being pushed to purchase a license?
