| It is not. None of the modules are activated by default, except those required by the core. It might not even be installed - you click "module admin" then "check for updates online" then install the modules you want.

What if you want to upgrade your installation? The CD is a snapshot in time, a repo in and of itself. The repo provides realtime access to the newest packages.
Regarding the IVR module, it is built-in to FreePBX. You may have to install the IVR module using the Module Admin page.
