NTP is timezone agnostic - it is up to the client device to know its 
offset and set the time accordingly.  AstLinux 0.4 has no timezone, so 
it defaults to UTC.

There is not a good collection of timezones for uClibc.  If you look 
around the net you should be able to find one for your location.  Place 
it in "/etc/TZ".
