Try modprobe'ing wctdm like this:
modprobe wctdm opermode=UK
That should set the card to the proper impedance for the UK.

P.S. - I agree totally with the comment about the handsets. Most echo can
be traced back to improper gain settings in the handset...

The handsets are absolutely key. The reviews you've read probably relate to
straight VOIP connections. I cannot stress enough, that all phones are not
created equal!
Phones that we have tested with astlinux and a tdm card that DO NOT have
echo problems are, Cisco 79xx and the Aastra range. We have rejected
Grandstream for UK usage, though straight VOIP is fine with the latest beta
firmware.
