Not sure I understand.

Most encryption takes place at the Session layer (to use the ISO
reference model), and the kernel/user interface is just above layer 4
(the transport layer).

Encryption would need to be done in user-space.

I recently updated the Padlock patches for VIA to support OpenSSH
following the version bump.

Yup.  Commit #1873 fixed that in trunk.
