I have stumbled upon this under FC9 when building limey linux a week ago. LL uses buildroot as well, so it looks like the same problem. Try doing it manually, i.e. download source, configure, make, make install, it worked for me ( and yum-install, which is similar to apt-get, couldn't solve it too). I dl-ed version 4.9 of texinfo.
