That's basically what I said ;).  It would take a lot of time and be
expensive to support.  BUT if one were doing enough hardware volume
(hundreds? thousands? of units) the cost difference would more than
make up for the development cost.

This is exactly what the router vendors do when picking hardware, OS, etc.
