Thanks Lonnie I see my confusion now. I assumed that all the hashed variables in rc.conf indicate the default setting which is clearly not the case for all the variables. i.e. #VLANCOS="yes" in rc.conf is actually "no" by default as it is not set. I guess the #SSHDROOT="yes" should actually be #SSHDROOT="no" to follow this same principle as it is "yes" by default.
