The toolchain lives in:

~/astlinux/x-tools-1.20.0.3-3.2p1/<architecture> (e.g. i586-unknown-linux-gnu)

Yes, I got this today as well. It seems the astlinux server is sometimes not 
reachable today (at least from Germany).
