Updated feed link extensions draft.

I've rolled merged the original "No Follow" draft[1] into this spec to
keep all the link related extensions together. At this point this
should be considered speculative and will likely only be submitted as an
Experimental RFC. The primary motivation for this work is to stimulate
exploration in the use of feeds for more than just news and blog content
syndication. Given that it is unlikely that this draft will be
significantly updated at any point in the future.
