Either way works for me. I'm obviously not shy about writing up extension I-D's and have already been stewing over an extension for communicating what features/capabilities have been enabled for a collection. The accepted-* elements could fit naturally into that.
The only thing I really need to know at this point is whether or not I can reject entries with markup in the titles and still be considered "compliant".
