Again, that's something that doesn't require RFC2119 terminology. If the
purpose of the header is clearly stated, no more conformance statements

I'm saying MAY there in lieu of not saying MUST or SHOULD (which we don't
want), and *also* in lieu of the spec being *silent* on whether it's a MAY,
MUST, or SHOULD.

Saying "MAY ignore" only makes sense as long as it's precisely defined what it means not to ignore it. If we want to leave servers lots of freedom about what they do with it, I don't think we can define that.
